Okla. Wing’s Keller, Va. Wing’s Litchford honored as top Sr. Member, Cadet

Col. Virginia P. Keller and Capt. Dominique Litchford, CAP’s Senior Member and Cadet of the Year, respectively.

MARYLAND – The Oklahoma Wing’s vice commander, Col. Virginia P. Keller, was honored Saturday at Civil Air Patrol’s Annual Conference & National Board as the organization’s Senior Member of the Year, and Capt. Dominique Litchford of the Virginia Wing’s Roanoke Composite Squadron was recognized as Cadet of the Year.

Keller and Litchford head the list of CAP members presented with national recognition awards for service to the organization  with exceptional commitment and effectiveness.

Keller, who joined CAP as an aerospace education member in 1985, has served as commander of the Stillwater Composite Squadron and, at the wing level, as assistant finance officer, public affairs officer and acting commander.

Litchford, who recently advanced from cadet colonel to senior member status, has been a CAP member since May 2003. A year ago she joined her sister, Capt. Katrina Litchford of the Roanoke squadron, as a recipient of the Gen. Carl A. Spaatz Award – presented to less than one-half of 1 percent of all cadets.

CAP’s Board of Governors announces new governance structure

MARYLAND – Members of Civil Air Patrol’s Board of Governors, the organization’s policymaking body, presented the corporation’s new internal governance structure today to CAP members attending the 2012 Annual Conference and National Board in Baltimore.

BoG members participating in the announcement included Brig. Gen. Rich Anderson, BoG chairman; retired Air Force Maj. Gen. John Speigel, BoG Governance Committee chairman; CAP National Commander Maj. Gen. Chuck Carr; and retired Air Force Brig. Gen. Sanford Schlitt.

The changes, which address longstanding governance issues and include recommendations designed to ensure best practices, focus on the role of the BoG and CAP’s National Board and National Executive Committee, as well as the selection process for the organization’s top executives.

Air Force Association announces outstanding CAP cadets for ’12

VIRGINIA — The Air Force Association in Arlington recently announced the 2012 awards for outstanding cadets from Civil Air Patrol squadrons, ROTC detachments and Junior ROTC high school units nationwide. “Over a thousand students are rewarded for their exemplary leadership skills each year because of this program,” said David T. “Buck” Buckwalter, interim president of AFA. “AFA is proud to work with the Civil Air Patrol, ROTC and JROTC to recognize the hard work of cadets across the country.” Of the 1,000-plus cadets honored, 238 are CAP cadets. A Cadet Perspective – Colorado Wing Encampment 2012

This summer I was lucky enough to have the opportunity to attend and staff the Colorado Wing 2012 Summer Encampment. In March I was chosen to become a Flight Commander, and was selected for ECHO Flight.As a staff member, I was required to come to the encampment early to attend a training exercise. For 4 days the staff, both senior members and cadets, trained to become better leaders and to standardize the practices that would be taught to the basic cadets.

Following the staff training we inducted a new year of basic cadets. Over the course of the next few days we started to train and shape the cadets to become the future leaders that they can all become. However, on the third day of encampment, a local wildfire (The Waldo Canyon Fire) spread too close to the United States Air Force Academy Prep School, where the encampment was held, and we were forced to evacuate. All of the cadets were ordered to pack, both their belongings and the belongings of the cadets who were away from the school, and the entire encampment was transported to Peterson Air Force Base.

During the evacuation the cadets were required to use teamwork and leadership to pull together and overcome a real world disaster scenario. Once evacuated, the encampment was forced to a close early, which isn’t the best situation to be in.  All things considered, I think the evacuation caused the cadets to rise up and become better leaders, fulfilling the mission of all basic encampments in half the time.

It was an experience that no one involved in is likely to forget. I look forward to being able to attend a Colorado Wing Encampment in the future and would recommend both staffing and attending encampments to all cadets.

6 honored with Maj. Howell Balsem Public Affairs Exceptional Achievement Awards

Lt. Col. David A. Miller – director of public affairs for the North Central Region as well as public affairs officer for the Missouri Wing, its Group II and its Spirit of St. Louis Composite Squadron – was honored with the inaugural Lt. Col. Al Pabon Best in Show Balsem Award. Miller won five of the 11 Maj. Howell Balsem CAP Public Affairs Exceptional Achievement Awards announced at the Public Affairs Officer Academy in Baltimore, held in connection with the 2012 Annual Conference & National Board.

NATIONAL HEADQUARTERS – Six members from five wings, ranging from one of Civil Air Patrol’s eight region directors of public affairs to a Pennsylvania Wing cadet, have been recognized with Maj. Howell Balsem CAP Public Affairs Exceptional Achievement Awards for work done during 2011.In all, 11 Balsem awards were announced today at the CAP Public Affairs Officer Academy in Baltimore, with five going to Lt. Col. David A. Miller, who serves as not only director of public affairs for the North Central Region but also as public affairs officer for the Missouri Wing, the wing’s Group II and the Spirit of St. Louis Composite Squadron. Miller’s awards came in the Media Coverage for CAP, Writing for Media/Online, Event Promotion/Crisis Management and Photography categories.

In addition, his Event/Promotion/Crisis Management submission was recognized as Best in Show with the Lt. Col. Al Pabon Best in Show Balsem Award, named in memory of Miller’s predecessor as region director of public affairs.

Honorable mention for Best in Show went to 1st Lt.  Luis Rivas, assistant public affairs officer for the California Wing’s Amelia Earhart Senior Squadron 188 for his work on the unit’s online newsletter, “The Logbook.”

Capt. Gregory Hoffeditz, public affairs officer for the Illinois Wing’s Scott Composite Squadron, received two Balsems in the Photography category.

Also receiving Balsems were Majs. Johanna Augustine of the Texas Wing’s Three Rivers Composite Squadron and Kevin J. Berry of  the Pennsylvania Wing’s Butler Composite Squadron 712 and Cadet Senior Master Sgt. Tiffany Trunk of the Pennsylvania Wing’s Washington Composite Squadron.
