NATIONAL HEADQUARTERS – The January-March 2013 of “CAP Vector” is now available online, combining two former quarterly reports, “Open Cockpit” and the “National Staff Report.”

“CAP’s staff will produce and distribute this combined quarterly report from now on to make it easier for you to stay up-to-date on important things that are happening in CAP,” Maj. Gen. Chuck Carr, national commander, said in a message to members.

Big 3 CAP teams, including 2012 champs, return to CyberPatriot national finals

NATIONAL HEADQUARTERS – Civil Air Patrol cadet teams, all finalists from the previous year, will fill three of the 14 slots in the All-Services Division finals of CyberPatriot V, the national high school cyber defense competition, when the organization seeks its third straight overall championship.

When the two days of national finals begin March 14 at the Gaylord National Harbor Convention Center in Gaylord, Md., CAP will again be represented by teams from the:

  • Colorado Wing – Colorado Springs Cadet Squadron, which captured the CyberPatriot IV All-Services Division crown last year.
  • Ohio Wing – Youngstown ARS Composite Squadron.
  • South Dakota Wing – Big Sioux Composite Squadron, Brookings.

The teams emerged from Round 3 of the national competition, held at various local sites Jan. 11-12. Three U.S. Marine Corps Junior ROTC teams and two teams each from the Army, Navy and Air Force junior ROTCs and the Naval Sea Cadets make up the rest of the finalists.

The qualifying teams will receive all-expenses-paid trips to the finals. Winning team members in the championship round receive scholarships and prizes from CyberPatriot sponsors.

CAP has three teams in the finals because the Colorado Springs squadron captured one of two wild card slots, as did a Marine Corps Junior ROTC team.

Iowa Wing Holds Change of Command Ceremony

ANKENY, IA – The Iowa Wing of the Civil Air Patrol held its Change of Command ceremony on 12 January 2013, at Exec One located at the Ankeny Airport.

Outgoing Commander, Colonel Ronald Scheitzach, relinquished command of the Iowa Wing to Lt Col Michael Mouw. Col Scheitzach’s five year tenure was served with honor and distinction. With nearly 300 members in Iowa Wing, Col Scheitzach brought the importance of CAP’s three missions and the Core Values to the forefront of his command. “People forget how fast you did a job, but they remember how well you did it,” reflects Col Sheila Waldorf, member of Col Scheitzach’s Executive Committee, and close friend, “Colonel Ron Scheitzach will be remembered for doing his job well!”

“I know that the next four years will bring us all continued success and opportunities,” stated Col Mouw, “we will build on what Col Scheitzach and you all have achieved.”

The Change of Command Ceremony opened with the cadet color guard from the Des Moines Metro Cadet Squadron: C/SrA Justin Cox, C/SrA Aaron Cox, C/SrA Matthew Cox and C/SSgt Derrick Doremus.

Numerous dignitaries were on hand for the ceremony.  North Central Region was represented by Col Bob Todd, North Central Region Commander. Col Robert “Otto” Wachholtz, USAF Ret., CAP/USAF Liaison Region Assistant Director Operations (LR ADO).

From the Great Lakes Region, Chief Master Sergeant Robert Dandridge, Illinois Wing Command Chief and Senior Enlisted Advisor. Lt Col Paul Hertel, Illinois Wing Legislative Squadron Commander. Maj Carol Hertel, Scott Composite Squadron Commander, Illinois Wing.

Iowa Guard members included Brigadier General J. Derek Hill, Assistant Adjutant General- Iowa National Guard and Chief Master Sergeant Ed Schellhase- Iowa Air National Guard State Command Chief.

CMSgt Dandridge had the honor of passing the ceremonial banner from Col Scheitzach to Lt Col Mouw, signifying that the command has changed hands.

Originally from Iowa, Col Mouw joined CAP in 1991 while on active duty with the Air Force. Wherever his Air Force career took him, he actively served in a local squadron. Col Mouw has had opportunity to share his leadership and mentoring experience at squadron, group and wing levels in Texas, South Dakota, Iowa, and Illinois Wings. When he was transferred back to Iowa in 2012, he accepted the invitation to perform the duties as Vice Commander for the Iowa Wing.

Following the Change of Command Ceremony, Lt Col Mouw was promoted to Colonel, becoming the 27th Commander of Iowa Wing.

ICS 300 & 400 Courses to be offered this spring

This March there will be an ICS 300 and 400 course offered in Des Moines. The dates for this will be 12-13 March for the 300 and 14-15 March for the 400. These courses are offered free of charge and will fill up fast. So if you want to take them, get signed up now.

If you are traveling to Des Moines, you have a number of options. Here is a flyer with all the information for both courses. If you decided to attend, please contact them directly and send an email to Lt Col Mouw.
