FEMA Communications Exercise

As many of you already know, CAP was involved in a major FEMA communications exercise today.  In fact, we were the exercise.

At the personal request of the FEMA Administrator, Mr. Craig Fugate, CAP sent ten Immediate precedence messages through our HF network to his ten FEMA Region Administrators.  The message instructed them to send him a personal email advising him when they got the CAP message.  Mr. Fugate requested this exercise during a face-to-face meeting in Washington two weeks ago with the CAP Chief Operating Officer, Mr. Donny Rowland.

The exercise was strictly “no notice”.  Even the FEMA regions had no idea this was coming.  It was intended to be a surprise and bring attention to alternative methods of communicating—especially HF.

We received a phone call from Mr. Fugate’s military advisor this morning starting the exercise at 1257Z.  We generated the ten pre-arranged messages and tried calling any FEMA station on their HF frequencies for about ten minutes.  When that was unsuccessful we turned to CAP and began calling CAP Net 9 stations to begin sending the Immediate messages.  We were able to get the FEMA 4 message to 202SERCAP and the FEMA 8 message to 042RMRCAP on Net 9 before the morning HF net started.

ICS 300 & 400 Courses to be offered this spring

This March there will be an ICS 300 and 400 course offered in Des Moines. The dates for this will be 12-13 March for the 300 and 14-15 March for the 400. These courses are offered free of charge and will fill up fast. So if you want to take them, get signed up now.

Dealing with the Media: A Short Course for Rural First Responders

The Rural Domestic Preparedness Consortium is bringing its free Department of Homeland Security-certified course on media awareness and response to Toledo, IA on 2/23/13– register by 2/9/13. More details, including how to register, can be found on the RDPC Website

Summer Activities and Scholarships

The application modules for the summer NCSAs and CAP Scholarships are now available in eServices.  The summer NCSAs are listed on and the available scholarships are listed on

Members have until January 15 to apply.  Cadets must have an encampment credited in eServices to apply for an NCSA.

New online Air Crew Emergency Training course available through eServices

NATIONAL HEADQUARTERS – Civil Air Patrol’s new Air Crew Emergency Training course is now available online through the organization’s eServices site for members.

The course, found in eServices’ Learning Management System, targets both instructors and crew members. Designed to provide the material and tools required to teach the course, it also focuses supplying information that will help build the members’ knowledge, confidence and basic skills in:

  • Interpreting      flight control positions and instrument indications, as well as charts and      navigation instruments.
  • Using      radios and proper phraseology to communicate needs and intentions in an      emergency.

The course materials are presented in detail, in part because of the possibility that participants may fly regularly as mission observers and can contribute to the operational risk management and crew resource management of the flight. The course’s main purpose, though, is to provide training to nonpilot mission observers, furnishing them with the basic knowledge and skills to respond to an emergency situation in the cockpit should the pilot become incapacitated.

for pizza & pop at 1800 with the rest of our squadron over at the airport.  Our monthly squadron awards & promotions ceremony will follow that at 1900, the more the merrier.
